The Surf Situation
Tuesday will be a surf day. New swell, clean conditions, great surf wear and slowly improve water quality will all gather in the morning ... so if you have a NW view location nearby, you will want to at least give it a check. The early parts of the day looks the purest ... but in the afternoon winds may prove to be at least partially manageable in places.
Swell
New WNW-NW swell (280-300) moves in on Tuesday and mix with the fading local wind well and background S swell leftovers. The majority of energy in this new wave in the (290-300) so it will definitely be a size difference between the regions with average and good exposure ... try to keep this in mind when you buy your place in the morning.
Surf
While the new WNW-NW swell will have little energy as shown in the "vulnerable" places we can expect smaller surf with less consistency on the average breaks ... these sites will keep in the waist high range with some chest high sets pushing the lower tides. The sticking NW for spots like the medium-term period of energy, primarily in Ventura, South Bay and South San Diego, will have a chest-shoulder high surf with some head high sets ... and some potentially bigger waves at the NW / combo standouts in South SD.
Weather
Look for mostly partly cloudy with light / variable for light to moderate offshore flow to keep through the morning. The wind picks up a bit more S-SSW of the afternoon, as a new cold front is rapidly approaching our coast, but total flow remains below 10-12 knots while we were still in daylight.

The Skinny
Tuesday looks pretty fun ... especially if you live / surf near the breaks that have large NW exposure. I expect enough leftover wind well to still be bouncing around the NW swells can not be completely lined up ... but the wind well fall out counting surfing to get some sectiony if you do not have a point, reefs, sandbars, or good to give it a definition. Personally, I try to surf before if you can ... just to take advantage of the cleaner conditions ... but you should still be able to find some playful waves at about noon, when the winds come in the country and it's getting a bit sloppy.
